Matrix Math Killed Me Today

One idea I had was to just take the normalized velocity vector and scale down / mul by some scalar which is magnitude but I am unsure on how i'm to actually get it to orient 100% accurately to to boat's origin and actually point in the direction that velocity should be from boat origin in the currently written method. I think I really do need to go from world -> camera -> proj to get this working but might also just be misinterpreting the numbers i'm getting...
